Abu Dhabi is embarking on an ambitious journey to become the world’s first fully AI-native government by 2027, with the announcement of the “Abu Dhabi Government Digital Strategy 2025-2027.” The Department of Government Enablement – Abu Dhabi (DGE) has set in motion a transformative plan that will see the emirate leading the charge in AI-driven governance. The strategy, backed by a monumental AED 13 billion investment from 2025 to 2027, aims to revolutionise the public sector through the integration of AI, cloud computing, and data analytics, marking a significant milestone in the city’s digital evolution.
A Vision for a Fully AI-Integrated Government
At the heart of this strategy is the creation of a robust, flexible, and scalable digital infrastructure. This will lay the foundation for achieving 100% adoption of sovereign cloud computing across all government operations, making processes digital and fully automated. The transformation will extend to over 200 innovative AI solutions across government services, fundamentally reshaping how citizens, residents, and businesses interact with public services.
One of the cornerstones of the initiative is the development of a unified digital Enterprise Resource Planning (ERP) platform. This platform will streamline government operations, reduce administrative burdens, and enhance productivity, providing a seamless experience for both service providers and users. Additionally, the strategy includes the establishment of comprehensive cybersecurity guidelines and frameworks, ensuring the resilience of digital systems and preparing the government to meet future challenges.
His Excellency Ahmed Hisham Al Kuttab, Chairman of the Department of Government Enablement – Abu Dhabi, emphasised that the strategy reflects the leadership’s vision of creating a proactive, agile, and technology-enabled future. “By integrating AI, cloud technologies, and data-driven insights into our government’s DNA, we will transform public service delivery, optimise government operations, and drive sustainable economic growth,” Al Kuttab said.
AI for All: Empowering Citizens in the Digital Age
In addition to infrastructure development, the strategy places significant emphasis on empowering Abu Dhabi’s citizens through the “AI for All” programme. This initiative will focus on upskilling the population, ensuring that citizens are equipped with the necessary knowledge and tools to actively engage in and contribute to a rapidly digitising society.
The strategy’s impact will stretch beyond the government sector. By 2027, the initiative is expected to contribute over AED 24 billion to Abu Dhabi’s GDP and create more than 5,000 new job opportunities, supporting Emiratisation efforts. This transformation will also enhance the emirate’s reputation as a global hub for innovation, attracting top talent and investment in AI and technology.
A Decade of Digital Progress
Abu Dhabi’s ambition is built on a decade of rapid digital evolution. From the early stages of e-government to the introduction of smart services, the emirate has become a leader in digital innovation. It boasts the world’s first capital city with 100% fibre-to-home broadband connectivity, the fastest mobile network operator globally, and the world’s first AI university. This technological landscape has provided a fertile ground for the integration of AI, automation, and emerging technologies like blockchain and the Internet of Things (IoT).
Recent initiatives such as the third iteration of the TAMM platform, TAMM 3.0, and the Abu Dhabi Program for Effortless Customer Experience are paving the way for next-generation digital solutions rooted in sustainability, cloud computing, and data analytics. These projects set the stage for the ambitious AI-powered services that will define Abu Dhabi’s future.
Collaborating for Success
The success of the Digital Strategy will be driven by collaboration with key partners. The Advanced Technology Research Council (ATRC) will focus on the development of large language models, while the Mohamed bin Zayed University of Artificial Intelligence will lead in training and citizen upskilling. G42, a leading AI infrastructure company, will play a crucial role in building the technological foundation for the strategy’s success.
Together, these partnerships will position Abu Dhabi at the forefront of the AI revolution, ensuring the emirate remains a global leader in digital governance and sustainable development.
