TfL Launches Hard-Hitting Campaign to Combat Rising Abuse Against Transport Staff

Transport for London (TfL) has unveiled a bold new campaign, “Abuse Has Consequences,” aimed at tackling the growing problem of violence and aggression towards its staff. With over 200 incidents of abuse reported each week, the campaign sends a clear and uncompromising message: any form of abuse against TfL employees will not be tolerated and will be met with severe consequences, including potential prison time.

A Firm Stand Against Rising Violence

The campaign comes in response to a worrying increase in incidents of work-related violence and aggression across London’s transport network. In the 2023/24 period, TfL recorded 10,493 instances of abuse, marking a 5% increase from the previous year. While verbal abuse and threats have surged, the number of physical attacks has seen a slight decline, thanks to the introduction of preventive measures such as body-worn video (BWV) cameras and the deployment of Transport Support Enforcement (TSE) officers.

Siwan Hayward, TfL’s Director of Security, Policing, and Enforcement, emphasized the seriousness of the issue, stating, “Everyone has the right to work without fear of being assaulted, abused, or threatened. We take work-related violence and aggression extremely seriously and will always encourage staff to report any instance of abuse. This new campaign aims to send a strong message to offenders that staff abuse won’t be tolerated on our services and that you will be caught and face serious consequences.”

Real-Life Consequences

The campaign highlights real-life examples of prosecutions to demonstrate the severe repercussions of abusing TfL staff. In one case, a young man who violently threatened and assaulted a Customer Service Assistant during rush hour at King’s Cross St. Pancras station was sentenced to 38 weeks in prison. Another incident involved a teenager who spat at and racially abused a staff member at Balham station; she received a three-week prison sentence. These examples are meant to deter potential offenders by showcasing the tangible consequences of their actions.

Chief Superintendent Tom Naughton, Head of the Met’s Road and Transport Policing Command, reinforced this message: “Anyone who is abusive, aggressive, or violent towards staff on London’s transport network can expect to be arrested and prosecuted. The recent prosecutions that have resulted in prison sentences demonstrate the consequences of criminal behaviour towards TfL staff.”

A Unified Effort to Protect Staff

TfL’s commitment to safeguarding its employees is further supported by the deployment of TSE officers across the network. These officers are highly trained in conflict management and are equipped to deal with anti-social behaviour, providing a visible and reassuring presence to both staff and passengers. In addition, TfL has rolled out a new programme of conflict management training for operational teams in high-risk locations, equipping them with the skills to de-escalate potentially violent situations.

British Transport Police Superintendent Dominique Ioannou highlighted the importance of these efforts: “We take assaults towards members of rail staff extremely seriously and it will not be tolerated on the network under any circumstance. We continue to work closely with TfL to tackle the issue and we will explore all investigative avenues to identify and prosecute offenders.”

A Strong Message Across London

Developed by creative agency VCCP, the “Abuse Has Consequences” campaign will be prominently featured across digital out-of-home screens throughout the London Underground network. The campaign’s direct and unflinching tone is designed to make it clear that any form of abuse towards TfL staff will lead to serious legal consequences.

VCCP Creative Director Simon Learman explained the rationale behind the campaign: “TfL believes that all Londoners have the right to use the travel network without fear of violence or intimidation—that includes TfL staff. This work is deliberately blunt to deter potential perpetrators from acts of violence by revealing the harsh outcomes.”
